ENGAGEMENT OF CONSULTANTS UNDER NRHM

The Government of Meghalaya (GoM) invites application from interested candidates for following posts on contractual basis under NRHM:

A) RCH Consultant @ Rs. 25, 000/- p.m.

The desired person would be required to work in co-ordination with other team members of SPMU and provide technical assistance for Implementation of the health sector reform strategy in the areas of maternal, newborn and child health, primary health care, communicable diseases and preventive care.

Job Specifications

  • MBBS with specialization in Maternal and Child Health; advanced degree desirable
  • Experience of working in RCH programmes of Government of India focused at state level.
  • Expert in development, management, and administration of comprehensive programs in health sector and experience in implementation support, strategy formulation and process design.
  • Vast experience in the health sector and of working on similar projects for Govt. / Donor agencies namely DFID, World Bank, UNICEF, etc.

B) HMIS Consultant @ Rs. 25, 000/- p.m.

The Monitoring and Evaluation consultant will be responsible for coordinating the M & E activities of NRHM focused around health facilities. S/he will also collaborate with the other partners of NRHM project in ensuring the information is collected, shared and used for programmatic purposes.

Job Specifications

  • Master's degree in social sciences, health or development field (or equivalent) or in management with proven experience in the health, development or other relevant sector with computer software development skills. Desirable knowledge of SPSS and other statistical packages.
  • Relevant monitoring and evaluation experience, research in health or other public health programmes.
  • Very strong analytical skills, and the ability to synthesise complex concepts and to communicate them effectively.

C) IEC/BCC Consultant @ Rs. 12,000/-p.m

The lEC/ BBC Consultant will focus on community-based aspects of the NRHM Programme implemented by Meghalaya. In particular, the object of the consultant will be: awareness-raising activities, community mobilization, lEC and BCC activities, public education, strengthening of community club & committees, and associations, capacity-building and empowerment of district and blocks on Health Education. The 1EC/ BBC Expert will complement the technical capacity of the medical personnel and other technical consultants.

Job Specifications

  • Masters in communication or Mass Media or Social Sciences or Social Work.
  • Relevant working experience in community-based activities of IEC, mobilization, sensitization and behavioral changes in the field of RCH.
  • At least 1 year experience in developmental humanitarian interventions.
  • Experience in designing/developing/evaluating IEC and training materials.
  • Skills in IEC material development and analyzing the learning/ training materials.

D) Social Scientist @ Rs. 12, 000/- p.m.

The Social Scientist will be responsible to provide support to the districts to develop evidence-based communication plans and will undertake field based qualitative research studies in public health. S/He will also extend partnership to social, professional, medico, training, media, NGO and faith-based organizations and support them conceiving and implementing BCC strategies. Regular sharing of resources through meeting, workshop and web-site will also be undertaken by the scientist.

  • Masters in Social Sciences or Social Work.
  • Relevant working experience in community-based activities, community mobilization, sensitization and behavioral changes in the field of RCH.
  • At least 1 year experience in developmental humanitarian interventions.
  • Experience in designing/developing/evaluating community interventions.

The duties of police are tough and involve service in interior hilly areas and combating numerous crime and law and order problem of the state. Candidates not physically fit and mentally attuned to the job need not apply. Selected candidates will be on probation for a period of 2 (two) years extendable in certain cases. They will have to undergo Basic Training at the North Eastern Police Academy, Umsaw, and/or any other institution designated for the purpose for a period of 1 (one) year. On completion of the Basic Training, they will be posted to any District/Unit of Meghalaya for Practical Training for a period of 1 (one) year and thereafter on regular posting anywhere in Meghalaya. NO LEAVE WILL BE GRANTED DURING PERIOD OF BASIC OR PRACTICAL TRAINING. THOSE WHO ARE NOT PREPARED FOR POSTING OUTSIDE THEIR DISTRICT HEADQUARTERS NEED NOT APPLY.
