IRRIGATION FACILITIES PROVIDED THROUGH TPP

Shillong, December 11, 2012: Under the Twenty Point Programme (TPP) 2006, the Water Resource Department is providing Irrigation facilities for agriculture as an activity under item 11 of Point III, that is, Kisan Mitra or support to farmers. Such facility is being provided through construction of Minor Irrigation projects, Water Harvesting Structures, Jalkunds etc. These programmes are for creation of irrigation potential through schemes like Accelerated Irrigation Benefit Programme (AIBP) under which the Central Assistance is 90 percent, State Plan schemes and RIDF schemes under NABARD.

Farmers who desire to be provided with irrigation facilities and who desire to intensify their cultivation by taking up multi-cropping system of agriculture are eligible to apply for the schemes. However, the farmers and land owners are required to give concrete assurance that there will be no objection to any construction works under the schemes and that there will be no land compensation and such assurance shall be in the form of an undertaking or MOU. If necessary, gift deeds, duly registered in the office of the respective Deputy Commissioners are to be submitted. For these irrigation schemes Water User’s Associations (WUAs) are to be formed and registered under the Registration of Societies Act. This will form part of the implementation of the Participatory Irrigation Management by which the operation and maintenance of irrigation projects will be the responsibility of the WUAs after the project have been formally handed over to them on completion of the construction works.

Applications can be submitted in plain paper with due recommendation and verification from the Headman, Nokma and local representatives for availing these schemes.
