HOLOGRAM FOR LOCAL TAXIS

The Regional Transport Authority, East Khasi Hills, Shillong has finalized the programme to implement the Holo gram for local taxis in East Khasi Hills, Shillong and it was decided that the Holo gram would be fixed on the vehicles with effect from December 1, 2005. No local taxis should ply in the District from the said date without fixing the Holo gram otherwise the enforcement staff would take appropriate action in accordance with law.

All local taxis owners are also requested to pay road tax in advance upto 31st December, 2007 so that the Holo gram would be valid for a period of two years from 1st January, 2006 till 31st December, 2007.

CARD SYSTEM FOR LOCAL TAXIS TO BE INTRODUCED

The Regional Transport Authority, East Khasi Hills, Shillong has decided to incorporate a card system to check offences under the Motor Vehicles Act for all the local taxis in Shillong city. This was informed by the Deputy Commissioner and Chairman, Regional Transport Authority, East Khasi Hills District, Shillong.

On the first offence, a Green Card would be affixed on the permit and the driver’s license would be punched and the offence/charge would be stated in the permit. On the second offence, a Yellow Card would be affixed and the offence/charge would be clearly stated in the permit. On the third offence, a Red Card would be affixed and the permit would be cancelled permanently. The driver’s license would also be punched.

Therefore, if the driver’s professional license is punched three times his professional license would automatically be cancelled and if the permit holders have received a Red Card sealed in his permit, the permit would automatically be cancelled. The offences would include, smoking inside the vehicle, overloading beyond the capacity, non-maintenance of the tariff card, over charging from passengers, drunken driving, refusal to ferry passengers, etc.

The authority empowered to issue Green Card, Yellow Card and Red Card would be ASI and above from the Police Department, Enforcement staff from the Transport Department and the Magistrates conducting mobile court.

This order will take effect from January 1, 2006.
