ENFORCEMENT OF THE CINEMATOGRAPH ACT, 1952

The Deputy Commissioner Ri Bhoi District, Nongpoh has informed that as per the Cinematograph Act, 1952 Central Board of Film Certification (CNFC) is the sole authority for certification of films for public exhibition in India. Under the provision of this act, all films/ videos/ advertisement/ trailers/ promos/ video songs and any other visual presentation of public exhibition must be certified before public exhibition throughout the territorial boundary of India. CBFC, Guwahati Regional Office has been entrusted with these tasks for the states of NE including Meghalaya. Information from various quarters has been received that uncertified Films/ videos advertisement / videos / trailers / Promos / songs and other visual presentation through video projectors both fixed and mobile mode are exhibited in violation of section 7 of Cinematograph Act, 1952. The screening of visual contents which have not been certified by CBFC amount to violation of the section 7 of the Cinematograph Act, 1952 and shall be punishable with imprisonment for a term which shall not be less than 3 months, but which may extend to 3 years and with fine which shall not be less than Rs.20,000, but which may extend to Rs.1,00,000 and in case of continuing offence for which a further fine which may extend to Rs.20,000 for each day during which the offence continues.

MONITORING COMMITTEE FOR RACIAL DISCRIMINATION

The Deputy Commissioner Ri Bhoi District, Nongpoh has informed that pursuant to judgment of Hon’ble Supreme Court, a Monitoring Committee has been constituted in ministry of Home Affairs for monitoring and redressal of issue / grievances relating to racial discrimination faces by the NE People residing in different parts of the country. Therefore any person or group of persons or communities hailing from Ri Bhoi who claim to be victims or have faces any act of racial abuse / racial atrocities / racial violence / racial discrimination in any part of the country, may send their complaints / suggestions / grievances at the e-mail : ne.complaints@mha.gov.in.

ROAD DIVERSION

The Deputy Commissioner, North Garo Hills District has directed all heavily loaded vehicles which carry wares weighing 10 metric tons or more and are bound for Tura and other destinations in Garo Hills to take a diversion via Damra-Rongjeng-Songsak- Jengjal route instead of Damra-Mendipather -Resubelpara-Bajengdoba route. The move has been necessitated due to the prevalence of restriction on heavy vehicles exceeding 9 metric tons at Soksan Bridge No.37/3 on Songsak-Mendi road which is very weak and the earthen sub-way with H.P. is likely to give in if rained heavily. It may be mentioned that due to some serious structural damages of RCC Bridge at Krishnai on National Highway 37, vehicles particularly goods carrying heavy lorries with multiple wheels bound for Tura and from Tura to Guwahati and elsewhere are taking Damra-Mendi-Resu-Bajong route. The Deputy Commissioner said that measure was being taken to safeguard the vital bridge against suffering further damages as also to prevent public outcry and inconvenience in case some mishaps and means of communication having disrupted.

PUBLIC HEARING

The Meghalaya Institute of Governance has been notified as the State Social Impact Assessment (SIA) Unit to conduct Social Impact Assessment Study for acquisition of land measuring an area of approximately 5688.996 Sq. metres at West Khasi Hills District for the purpose of acquiring additional land for construction of Shillong-Nongstoin-Tura Road NH 44E Portion Mawsawa (Umdishit) to Nongbah Bynther, West Khasi Hills District, Mairang. In connection with this, a Public Hearing will be held at Tirot Sing Memorial Hall, Pyndengumiong village, Mairang, West Khasi Hills District at 11:00 AM on 8th June, 2018 (Friday). All interested persons are invited to attend the said Public Hearing to express their claims/objections/suggestions, if any, on the proposal.

PROCASUR EXPOSURE TRIP TO ROHBAH VILLAGE

The Procasur Corporation of Asia in collaboration with International Fund for Agricultural Development (IFAD) and North Eastern Region Community Resource Management Project (NERCORMP) have developed the Learning Initiative, and has selected Rohbah village in South West Khasi Hills District as their Learning Route, an Innovative solutions and successful strategies for rural livelihood and improvement through sustainable Forest and Natural Resource Management. In this context, a meeting was held today at Arlad Lower Primary School, Rohbah where line departments and communities shared their views, experiences and best practices on conservation of the Rohbah fish sanctuary and interventions of the project. The programme was organised under the framework of the IFAD-PROCASUR Grant Programme "Strengthening Capacities and Tools to scale up and disseminate Innovations” (2016-18) The event was participated by IFAD project staff from Peru in Latin America, Sudan and Kenya from Africa, France, Italy, Nepal and Bangladesh in Asia and NERCORMP . Shri L.K.Diengdoh, EAC, South West Khasi Hills District, Smti. D. G. Lyngdoh, Superintendent of Fisheries, Mr. R. Lyngdoh, Secretary Rohbah village and Shri Hector Kharsyiemlieh shared their experiences on Rohbah Fish Sanctuary. There was also an interactive session between members of the communities and delegates. Shri James Kharkongor District Project Director, Khawkylla Community Resource Management Society, Nongstoin, NERCORMP chaired the function.

WORLD HONEY BEE DAY OBSERVED IN KHLIEHRIAT

The World Honey Bee Day was observed at Khliehriat Agriculture Training Hall organised by the office of the District Horticulture Officer, Khliehriat. Shri. M. S. Lhuid, Deputy Commissioner, East Jaintia Hills District graced the celebration as the Chief Guest. Speaking at the gathering, the Deputy Commissioner said that the Government from time to time is providing training to farmers on Bee Keeping to improvise upon the traditional method of Bee Keeping with a scientific method. He also asserted that farmers who have availed training on Bee Keeping must apply their knowledge to increase the production and also to improve their economic condition. Shri Lhuid also said that the main aim of the celebration is to create awareness to the farmers about the benefits that we get from honey bees. Later, the Chief Guest also distributed Beehive box and honey extractor to Shri. S. G. Lamare, Shri. S. Ryngkhlem and Shri. Y. Pasli.
