ORDER

The Deputy Commissioner, East Khasi Hills District, in an order issued on 27th May, 2020 has informed that in order to enable the transportation of essential commodities, identified wholesale traders are permitted to conduct doorstep delivery to identified retailers in various localities on 29th May, 2020 and on 30th May, 2020 from 11:00 AM to 4:00 PM specifically and only for loading of essential goods to be delivered to identified retailers. As per the order of the Deputy Commissioner, East Khasi Hills District, lifting will be regulated by Executive Magistrates stationed on site. The order also stated that there shall be no retail sale from the wholesale traders and any contravention to the order shall cause the shops to be closed. As per the order, all directives and SOP of the Government in the Health and Family Welfare Department for social distancing, no spitting and respiratory etiquette are to be strictly complied with.

ORDER

The Secretary to the Government of Meghalaya, Political Department in an order issued today has informed that Sub Inspectors of Police are also authorized to file a complaint under the Disaster Management Act, 2005 besides Deputy Superintendent of Police. It may be mentioned here that the Government of India has recently issued revised guidelines for containment of COVID-19 which provides for state government to authorize an authority or officer on its behalf to file complaint under the Disaster Management Act, 2005.

TEXTILES AND READYMADE GARMENTS SHOPS TO OPEN

The Deputy Commissioner, East Khasi Hills District in an order issued today has informed that listed textiles and readymade garments shops will open on 29th and 30th May, 2020, 1st and 2nd June, 2020 and 3rd and 4th June, 2020 with effect from 9:00 A.M. to 6:00 P.M. each day in Shillong Urban agglomeration including areas failing under Umshyrpi bridge upto 7th Mile Upper Shillong of Mylliem C&RD Block and all areas falling under census towns of Mawlai and Mawpat C&RD Blocks. The order also stated that owners of the establishment are to comply with the National COVID-19 directives as issued by the Ministry of Home Affairs, Government of India, to ensure limitation of workers to the barest minimum and to also ensure that the workers should comply to all protocols and advisories of health and family welfare department regarding social distancing of 6 feet, wearing of masks at all time, hand hygiene, repiratory etiquettes, no spitting in public places, etc, without fail. It will be the responsibility of the head of the organization, establishment to ensure compliance of these norms and the owners shall mandatorily take appropriate measures to prevent people from crowding and breaking social distancing norms in their respective premises. The order also stated that failure to enforce these prescribed norms and standard operating procedures of government along with the advisories of the health and family welfare department will warrant closure of the establishments. Rangbah Shnongs in coordination with District Police will regulate the operation of the shops, services and commercial establishments in their respective localities and villages and to also ensure due compliance to the advisories of Government in the Health & Family Welfare Department with special and strict reference to social distancing concerning the COVID -19 situation. The Deputy Commissioner also requested the public to strictly maintain social distancing of at least six feet, not to overcrowd in one area or shop, to wear mask which is mandatory, not to spit in public places and to cooperate with management made by the District Administration, District Police and Rangbah Shnongs. The Office of the Superintendent of Police, East Khasi Hills District will put in place traffic arrangements for Police Bazaar area and violators thereof will be penalized under the law. The Deputy Commissioner said that similar arrangements will be made for the days to come and specific instructions will be suitably published well in advance.
