WRITING, PASTING OF POSTERS PROHIBITED

Upon announcement of the poll date for holding of General Election to the Lok Sabha, 2019 by the Election Commission of India and upon the directives of the Commission to take necessary preventive action to ensure peaceful conduct of General Elections by implementing the code of conduct and prevention of defacement of public and private properties by all contesting Candidates or the Political Parties within the East Khasi Hills District, the District Magistrate and District Election Officer, East Khasi Hills District, Shillong, has promulgated an Order under Section 144 CrPC prohibiting all contesting candidates or their agents or the Political Parties from wall writing, pasting of posters, papers or defacement in any other form, or erecting, displaying of cut-outs, hoarding, banners etc, on any public property, public premises. Political parties or candidates are also prohibited from putting up of banners on all roads, thoroughfares. Further, no wall writing, pasting of posters, papers or defacement in any other form or erecting, displaying of cut-outs, hoardings, banners etc shall be permitted on any private property, private walls without written permission from the house-owners and final approval from the office of the District Magistrate and District Election Officer, East Khasi Hills District, Shillong. Election meeting would not be allowed without taking permission from the office of the District Magistrate and District Election Officer, East Khasi Hills District, Shillong and subsequently local headmen regarding the venue of the meeting. No PA System will be allowed to be used between 10:00 PM and 6:00 AM. In case of PA System/Loud Speakers which are used without permission from the District Magistrate and District Election Officer, East Khasi Hills District, Shillong, the same would be seized immediately by the local authorities. Rallies and procession will not be allowed without the permission from the District Magistrate and District Election Officer, East Khasi Hills District, Shillong. This order comes into force with immediate effect and shall remain in force till the election process is over.

ORDER UNDER SECTION 144 CRPC

The District Magistrate and District Election Officer, East Khasi Hills District has promulgated an Order under Section 144 CrPC prohibiting any sort of agitational programme in any form by any individual or organisation in the East Khasi Hills District. The order is necessitated to prevent law and order problem, breach of peace and tranquility resulting to loss of life and property, affecting the smooth conduct of the General Election to the Lok Sabha, 2019. This order comes into force with immediate effect and shall remain in force until further orders.

CARRYING MONEY ABOVE RS. 50,000 PROHIBITED

District Magistrate and District Election Officer, East Khasi Hills District has promulgated an Order under Section 144 CrPC prohibiting any person or group of persons from carrying money above Rs. 50,000/- only in the East Khasi Hills District. This order comes into force with immediate effect and shall remain till the completion of poll procedure. This order is necessitated following the information that some persons are likely to carry large amount of hard cash to bribe the voters for casting their votes in favour of a particular candidate, and that such action, if allowed, would affect the conduct of free and fair election to the Lok Sabha, 2019 and is likely to cause frustration, quarrel and fights between members of the public leading to law and order problem, breach of peace and tranquility, leading to loss of life and property. It may be mentioned that the Election Commission of India has announced the General Election to the Lok Sabha, 2019 which will be held in the State on the 11th April, 2019. Following the announcement, the Model Code of Conduct and other instructions of the Election Commission have become operative in the State. The Election Commission also directs to check bribery of voters during the conduct of any election and ensure that voters exercise their franchise freely and fairly without fear or inducement.
