MODEL CODES OF CONDUCT COMES INTO EFFECT

The Chief Electoral Officer has informed that the Election Commission of India has announced the schedule for the Bye-Election to the three Legislative Assemblies of Meghalaya. The Modal Code of Conduct comes into effect immediately from January 10, 2005 and will be in force till the completion of the Bye-Elections. The Modal Code will be applicable to the whole of the Districts or Districts in which these constituencies are comprises. It will also be applicable to all political parties and State and Central governments as far as the respective Districts are concerned.

Meanwhile, on the announcement of the Bye Election to the Meghalaya Legislative Assembly 2005 from 21 Mawprem (GEN) A/C and the operation of the Model Code of Conduct, the Deputy Commissioner (Election), East Khasi Hills District, has informed that candidates/political parties are not allowed to display their political campaign in the form of advertisement, etc through the Press/Electronic Media. Any violation of this instruction will attract punitive actions.

YEAR OF SCIENTIFIC AWARENESS 2004 TO BE OBSERVED

The District Organising Committee, East Khasi Hills, Shillong in collaboration with the State Organizing Committee and Local Organizing Committee will conduct the Main Jatha activities of the Year of Scientific Awareness 2004.

Starting on 18.01.05, a training on Rain Water Harvesting will be conducted at Mawsynram. A training on the same subject will also be conducted at Sohra on January 20. On January 24, a training on Health and Sanitation will be conducted at Tyrsad. On January 25 and 27, a training on Jhum Cultivation and Horticulture will be conducted at Lawbah and Jatah respectively. On January 28, a training on Animal Husbandry and Agriculture will be carried out at Kyndong Wahlang. On February 4, a training on Food and Nutrition will be carried out at Mawkynterw. On February 7, a training on Bio-diversity will be carried out at Smit and on February 10, a training on Health and Sanitation will be carried out at Wahkaliar.

SCHEDULE FOR THE BYE ELECTION

The Joint Chief Electoral Officer, Meghalaya has notified the schedule for the Bye Election to the Legislative Assembly of Meghalaya for 21-Mawprem Assembly Constituency, 43-Songsak Assembly Constituency and 50-Salsella Assembly Constituency.

The issue of notifications is on 29/01/05, last date for making nominations on 05/02/05, scrutiny of nominations on 07/02/05, last date for withdrawal of candidature on 09/02/05, polling date on 23/02/05, counting of votes on 27/02/05 and date before which the election will be completed is on 05/03/05.

The Election Commission has decided to use Electronic Voting Machines (EVM) in all polling stations during the election.

Compulsory identification of voters through Electors Photo Identity Cards (EPIC) will be made at the polling stations on the day of the poll. Voters are therefore to produce their EPIC issued to them by the Commission.
