INSPECTION OF MINISTER OF STATE IN RIBHOI DISTRICT

The Union Minister incharge of Power and Heavy Industries, Government of India Shri Krishan Pal Gurjar chaired the review meeting on Aspirational District Programme and Power sector at Conference Hall DC Office, Nongpoh, Ri Bhoi District today the 13th July in the presence of officials from various line departments and power sector companies such as NEEPCO and Power Grid to review on developmental works undertaking for Ri Bhoi Aspirational District on various key indicators and also inspections of some of developmental activities in villages.

The review meeting were attended by the Additional Deputy Commissioner, Shri B.J Kharshandy, Smt. W.Y Momin MCS,EAC, officials from NEEPCO Shri Ranendra Sarma, Executive Director, Shri Abhishek Kumar, DGM HR CSR and Shri Anil Kumar, Director Personnel whereas from the Power Grid includes Shri Raktim Konwar Manager, Shri A.L Syngkon, DGM and Shri T. Mandayappurath, Sr.DGM.

In the review meeting, various presentations have been brief over by the official concern on the progress of works for different key indicators such as health and nutrition, education, agriculture & water resources, financial inclusion and skill development and infrastructure being carried out under Aspirational District Programme. Moreover, a details presentations have also presented by the officials of Power Grid and NEEPCO on the performance of power.

The Union Minister, in his speech informed that in the earlier, before launching the Aspirational Transformation District in the country, India has ranked the lowest position though is one amongst the leading economies in the world, because its growth story could not uplift the standard of living of its citizens, hence, in order to remove this heterogeneity, the Central Government under the leadership of the Prime Minister Narendra Modi, on January 2018 launched the Transformation of Aspirational Districts with an aim to transform those districts which have shown lesser progress in achieving key social outcome and about 115 under-developed districts including Ri Bhoi District have been selected from across the country are under this program.

The Minister also informed that Ri Bhoi District presently have attain good ranking in different indicators, such as in 2019, the district has topped 1st position in basic infrastructure and health and nutrition whereas in education sector ranked 1st position in 2021 and also received a cash award of Rupees one crore from NITI Aayog. Meanwhile, Ri Bhoi District is also a recipient of Rupees 4 Crores on account of its good performance and higher ranked achiever on various indicators and according to the Delta Ranking of 2022, the District has jumped up to the 5th Position in the overall indicators, he added. Hence, the minister appreciated and thanked the officials and their team for their remarkable work in making the district achieved the good rankings and expressed his satisfaction over the progress achieved so far and meanwhile urged them to continue rendering their services for more developmental works and also encouraged them to target achieving the top ranking in the next to come. Later, the Union Minister proceeded for inspection at the ground level to HWC of Umsawnongkharai village, Ri Bhoi District and others.

CHIEF MINISTER CHAIRS CONFERENCE OF DCS AND SPS OF THE STATE

Meghalaya Chief Minister Conrad K Sangma today chaired the conference of Deputy Commissioners and Sub Divisional Officers of the State at the State Convention Centre, Shillong. Similarly, he also chaired the conference of Superintendents of Police and Commandants of the Police department that was held at Police Headquarters, Shillong. The conferences were also attended by Chief Secretary, R V Suchiang, Dr Lajja Ram Bishnoi, IPS, Director General of Police and Cyril Diengdoh, Secretary Home Police.

Addressing the conference of the Deputy Commissioners at State Convention Centre, the Chief Minister said that though the State government has been engaging periodically with the Deputy Commissioners on a regular basis on a virtual mode this was the first physical meeting post COVID. This meeting is very crucial because you are working directly with the people and at the grassroots level and have the capacity to make a difference in their lives, the Chief Minister said in his opening remark. He also said that it is satisfying to see that the districts and the State as a whole is moving ahead but there are issues and challenges that are more specific to certain districts and areas. This conference is to share and learn from each other and this is also a platform where you can give important suggestions, he added.

The conference discussed at length on the implementation of both the State and Central schemes and programmes and ways and measures to improve delivery mechanism by bringing changes and flexibility in policies and by utilizing technology to improve delivery mechanism at the grassroots level. The conference of the deputy commissioners also discussed elaborately the disaster management issues following the recent flood situation and heavy rainfall in the State. While discussing the casualties and damage to Agriculture and infrastructure it is also very important to discuss our preparedness for such calamities in future and take long and short term measures to mitigate the damages caused by such natural disasters, he said.

The meeting also discussed the improvement of infrastructure in public sector services like schools, police stations and health care centers. It was also decided that 1800 government LP schools would be repaired and renovated by a decentralized approach where the DRDA along with the District Level Committee with education officers will ensure that the improvement and renovation works in these schools which will also include water supply, electricity and furniture are carried out. Similar models of improvement were also adopted for PHCs, CHCs and police stations.

These kind of repair works had to go through the different departments of the government that led to a lot of delay in different renovation works so now the districts will take up the repair works at the district level in a decentralized manner which will ensure faster repair works, he added. The Police Infrastructure Renovation Fund conceptualized by the Government is also being rolled out. The Chief Minister also launched the National Generic Document Registration System, Chief Minister’s Social Assistance Scheme for the PwDs, Online Submission of Annual Property Returns, Online Citizen Centric Service for Ration Card and Online Booking of Tickets for MTC Buses during the conference. Later at the conference of Superintendents of Police it was decided that 76 police stations across the State would get new vehicles.

The police stations not only perform the duty of enforcing law and order but they are also the first point of contact for the public and are also involved in additional activities in times of emergencies, he said. He also said that all the police stations would be strengthened with computers and IT set ups and cranes and ambulances would be given to high traffic zones and accident prone areas. To control traffic and monitor traffic movements especially in East Khasi Hills an additional 60 new motorcycles would be provided.

The SPs conference also decided to take up Accommodation for police personnel in a phased manner and to initiate the Chief Minister Police Medal and the Chief Minister Disaster Response recognition medals to boost the morale of the police personnel and to show the appreciation of the State government.
