ORDER

The Deputy Commissioner, East Khasi Hills District, Shillong in an order issued today has informed that wholesale shops both essential and non essential, operating from fixed premises in areas falling under Jeep Stand, Garikhana, Paltan Bazaar and areas from Anjalee Point to Mawlonghat of Shillong Urban agglomeration will also open with effect from 8:00 A.M. to 8:00 P.M. every Monday, Tuesday and Wednesday, however, on every Thursday, Friday and Saturday, they will open exclusively only for door step delivery to their retailers, till further orders. This order was issued in partial modification to the order issued recently by the Deputy Commissioner, whereby wholesale shops both essential and non essential, operating from fixed premises in areas falling under Jeep Stand, Garikhana, Paltan Bazaar are allowed to operate. According to the Deputy Commissioner, the Magistrates in charge and district police will regulate the operation of these wholesale traders and to ensure due compliance to the advisories of Government in the Health and Family Welfare Department with special and strict reference to social distancing concerning the Covid-19 situation.

In addition, the Deputy Commissioner requested the public to strictly maintain social distancing of at least 6 feet, not to overcrowd in one area, shop and not to spit in public places and cooperate with management made by the district administration and district police The Deputy Commissioner also said that shopkeepers and customers should wear mask, adding that this is mandatory and non compliance will entail action of closure of the shops concerned.

ORDERS FOR CONTAINMENT AREAS

Due to the detection of positive COVlD-19 cases in the buildings and compounds of Smti Julie Kharmawphlang, Block D, Nongrimmaw, Shillong and Shri Anil Toi, Lower New Colony, Laitumkhrah, Shillong compounds of Abdul Bari and Sanisha Kharlukhi at Mawbah Barapathar, Shillong, Block II of Mawiong Rim from the building of Talas Massar to flower nursery, Block IV of Mawiong Rim from the building of M. R. Nongrum to H. Marwein and Block IV of Mawiong Rim from the house of G. Lyngdoh to the house of S. Nongrum, Laitkor Dongdaneng and Laitkor Rngi, and due to recent high risk and low risk contacts with COVID-19 positive cases and because vulnerable and affected areas require aggressive contact tracing, quarantine, testing and isolation as well as containment in the interest of the health of the general public against any possible spread of COVID-19, the District Magistrate, East Khasi Hills District in orders issued on 1st August, 2020 has declared the above mentioned houses, compounds, buildings and places as containment areas to restrict unregulated entry and exit movement on site by the public. The order states that no person and public are allowed to move into these containment areas and inhabitants within the containment areas also not allowed to move out, besides, all inhabitants within the containment areas are to strictly remain inside their homes

Gatherings, events, functions whatsoever of any nature and forms including social, political, religious, economic activities are also not allowed. All shopping establishments are to close immediately and supply of essential and medical requirements for purchase will be ensured through various teams formed by the district administration. All Government and private institutions located within the boundaries of these containment areas are to close forthwith, till further orders. According to these orders, concerned Incident Commanders are the supervising officers of these containment areas. These orders, however, will not apply to health workers and essential workers of Shillong Municipal Board, press including electronic, print media, petrol pump and LPG delivery workforce. These orders also states that any violation of the order will entail prosecution under the penal provision of Disaster Management Act, 2005 and I.P.C.

LIFTING OF ORDERS FOR CONTAINMENT AREAS

Based on contact tracing status and test reports of high risk contacts in Demsieniong, Assam Rifles Signal Unit, Nongsohphoh, Upper Mawprem and Lower Lachumiere, Hopkinson Road from Stephen Hall to Gold Gym and in view of reports received thereof, the District Magistrate, East Khasi Hills in orders issued on 1st August, 2020 has lifted the containment orders for COVID-19 for these areas with effect from 1st August, 2020.
