WORLD AIDS DAY 2012

Shillong, November 28, 2012: Meghalaya AIDS Control Society in collaboration with UNDP, the Meghalaya Legislators Forum on HIV & AIDS (MLFA), UNICEF and different partnering NGOs will be organizing a two day State Level Convention on HIV and AIDs on 30th of November 2012 & 1st of December 2012 at the premises of State Cntral Library Shillong. The convention will feature workshops, panel discussions and presentation with opportunities for question & answers. All sessions will focus on current and emerging HIV topics/issues.

The inaugural function of the convention will be held at the conference hall of the Arts & Culture department at the State Central Library premises on 30th of November 2012 at 9.00 am. Mr. Charles Pyngrope, Speaker, Meghalaya State Legislative Assembly, Government of Meghalaya will be the Chief Guest on the occasion.

REGISTRATION OF INTER-STATE MIGRANT WORKMEN

Shillong, November 28, 2012: The Deputy Labour Commissioner, East Garo Hills, Williamnagar has informed that all principal Employers and Contractor employing Inter-State Migrant workmen numbering five and above in Meghalaya is invited to section 4, 6 and 8 of the Inter-State Migrant Workmen (Regulation of Employment and Condition of Service) Act, 1979 for Registering and obtaining of license respectively from the Labour Commissioner, Meghalaya, Shillong the Deputy Commissioner, East Garo Hills, Williamnagar. Employment of Inter-State Migrant Workmen in Meghalaya without obtaining Registration and License by the principal Employers and Contractors respectively would attract penal action and prosecution under section 25 and 26 of the above act.

All principal Employers and Contractors employing Inter-State Migrant Workmen in Meghalaya are hereby required to register their Establishment and obtain License as the case may be from the Registering and Licensing Officer, Office of the Deputy Commissioner, East Garo Hills, Williamnagar and the Labour Commissioner, Meghalaya, Shillong within a period of two months from the date of issue of this public notice.

GOM LAUNCHES MEGHA HEALTH INSURANCE SCHEME FOR THE RESIDENTS OF MEGHALAYA

Shillong, November 28, 2012: Government of Meghalaya (GoM), with advisory support from the International Finance Corporation (IFC) and the World Bank, today signed an agreement with ICICI Lombard General Insurance Co Ltd. (ICICI) to roll out a comprehensive health insurance scheme which will benefit all the residents of the state. Christened the Megha Health Insurance Scheme (MHIS), the scheme will provide all households in the state with a financial cover of upto Rs 1,60,000 per year to cover in-patient services, irrespective of income levels.

The new health insurance scheme is among the first of its type across India. It uses the standard RSBY platform supported by the Ministry of Labour and Employment, Government of India and expands the cover available under RSBY both in terms of universalizing the scheme across the entire population instead of just those covered under the Below Poverty Line (BPL) List, and also in terms of deepening the scheme to provide an enhanced cover of upto Rs. 1,60,000 instead of Rs. 30,000, thereby providing for cashless treatment of specified high cost and recurrent illnesses.

The agreement was signed in Shillong by Mr. Meban R. Synrem, Chief Executive Officer, Megha Health Insurance Scheme and Secretary, Department of Health and Family Welfare, and Mr. Pranab Sharma, Associate Vice President, ICICI Lombard in the presence of the Chief Minister of Meghalaya, Dr. Mukul Sangma, Chief Secretary, Mr W M S Pariat, Commissioner & Secretary Health & Family Welfare, Mr D P Wahlang and representatives from the IFC and the World Bank. ICICI was selected as the insurer after a rigorous and competitive bidding process advised by the IFC in which bids were received from six leading insurers, resulting in a reduction in premium per household payable by the Government.

The scheme will be integrated with the existing public health system of Meghalaya by empanelling public sector hospitals as well as private hospitals in the State and engaging with the Govt Health Care providers through rigorous training and performance based incentives. The scheme will also augment the availability of advanced care facilities to the people of the State by requiring the insurance company to empanel tertiary care hospitals offering advance cardiac and cancer care services outside Meghalaya. The scheme will also maintain the country-wide portability inherent to the basic RSBY Scheme.

In the second phase, IFC and the World Bank will continue to provide advisory support to the Government for further enhancing the scope of coverage and benefits under the scheme.

CM DISTRIBUTES PENSION UNDER SAS AT RONGARA

Shillong, November 28, 2012: Meghalaya Chief Minister Dr Mukul Sangma on November 27, 2012 distributed pension to beneficiaries under the Chief Minister’s Social Assistance Scheme and inaugurated the Enterprise Facilitation Centre (EFC) at Rongara C and RD Block in South Garo Hills. Solar lamps under the Chief Minister’s Programme for the Promotion of Renewable Energy and Conservation were also distributed to school students by Dr Sangma during the inauguration.

Addressing the gathering Dr Sangma spoke on the government’s flagship programme the Integrated Basin Development and Livelihood Programme (IBDLP) and said that it aimed at promoting livelihood generation activities by integrating different line departments. He said that the EFC would train entrepreneurs in various livelihood generation activities enabling them to avail schemes under the IBDLP. Urging concerned officers not to deny schemes to applicants he told the gathering that the government was not looking for beneficiaries but for partners to promote entrepreneurship in the region.

Distributing pensions to beneficiaries under the Chief Minister’s Social Assistance Scheme (SAS) Dr Sangma informed that the SAS was meant to benefit widows, old and infirm and the disabled. The scheme will enable them to live an independent and dignifies lives said Dr Sangma.

Lamenting the unsatisfactory SSLC and HSSLC results in Garo Hills Dr Sangma said that special coaching classes have been sanctioned for students in the region. He stated that needy students can avail the coaching facilities which will be given by NGOs or educational institutions who have partnered with the government. Career Guidance and counselling through mapping of skills for effective direction of the youth have been launched and guidance cum coaching for civil services aspirants will also be launched soon. He at length spoke on the government’s Transparent Recruitment Policy and stated that it was an endeavour of the government to eliminate corrupt practices and provide equal opportunities of employment to the youth.

Emphasizing on state-wide integration Dr Sangma said that the government has sanctioned vast sums to the Art and Culture Department for organizing various youth engaging competitions and festivals to promote ‘integration through culture’. He later urged the people of the region to make good use of the funds provided and organise festival in the lines of the 100 Drums Wangala festival to attract foreign and domestic tourists. Elaborating on various government interventions Dr Sangma stated that he had urged concerned departments to rear more cows as he would be bringing chocolate experts from Belgium to train women and especially mothers how to make chocolate and take it up as a sustainable livelihood generation activity.

Others who spoke at the occasion were Parliamentary Secretary, Francis Pondit R Sangma, local MDC and GHADC Chairman, Alphonse Sangma and State Planning Board Co Chairman, Billy Kid A. Sangma.
