STATE LEVEL WORKSHOP ON E-PROCUREMENT FOR CONTRACTORS

Shillong, December 3, 2012: National Informatics Centre (NIC), Ministry of Communication and Information Technology, Government of India, in collaboration with State Public Works Department organized one day State Level Workshop on e- Procurement for contractors today the 3rd December, 2012 at Yojana Bhawan, Shillong, wherein the Minister, Public Works Department, Cooperation Department, Government of Meghalaya Mr. Saleng A. Sangma was the Chief Guest.

NIC has developed a generic e-Procurement system to facilitate Government Department across various states to bring in more transparency and efficiency in the entire procurement process. The solution is generic in nature and can easily be adopted for all kinds of procurement activities such as goods, services and works by the government offices.

It aims at transparency and non discrimination amongst bidders, by allowing free access to tender documents, clarifications, secure on line bid submission and access to bid opening event to all, from any place on 24 X 7 basis, using the system through internet, in a faster and secure environment adopting industry standard open technologies. The system has been designed taking into account the tender rules followed by various states and the CVC’s guidelines on tendering.

The main functionalities covered are registration of Government Officials and bidders in different roles, tender creation and publishing of corrigendum and decisions of pre-bid meeting, online bid submission/ resubmission/withdrawal as per the needs and online tender opening and decryption of bids.

Some of the salient features build into the system are facility for online/offline payment of tender fee and EMD, exemption of EMD, encryption of bids submitted by the bidder, facility of single/two/multi covers bid system, offline technical evaluation, generation of comparative charts for financial bids, uploading of committee recommendation/ evaluation summaries at stage of the tender process, publication of award of contract information, communication of ‘Event Alerts’ by mail to various stake holders, status of each tender at various stages and detailed MIS report module. In his speech Mr. Saleng Sangma said that e-Procurement will benefit the people and the contractors in the future.

Principal Secretary, Public Works Department, Government of Meghalaya Mr. P. Kharkongor said that more or less it give awareness and facilitate for the contractors. E-Procurement is a system which will help the contractors. He urges the contractors to utilize the system provided by the department.
