TWO-DAY WORKSHOP ON HOLISTIC PROGRESS CARD

The Directorate of Educational Research and Training DERT, Meghalaya, Shillong, in collaboration with PARAKH, NCERT, New Delhi, is conducting a two-day workshop for the implementation of the Holistic Progress Card HPC at the foundational, preparatory, middle, and secondary stages of school education. This workshop is being held for practitioners from across Meghalaya on the 25th and 26th of March 2025 at DERT Annexe, Malki, Shillong.

The inaugural session was attended by state dignitaries, including Shri R. Rapthap, IAS, Commissioner and Secretary to the Government of Meghalaya, Education Department, as the Chief Guest. Other dignitaries present were Smt. R.S. Manners, MCS, Director of DERT, Meghalaya, Shillong, Shri M. Marbaniang, Director of Meghalaya Board of School Education MBOSE, Shillong, Mr. P.B. Lartang, Joint Director of DERT, Meghalaya, Shillong, and Smt. M.C. Blah, Deputy Director of DERT, Meghalaya, Shillong. Dr. Indrani Bhaduri, CEO and Head of PARAKH & Educational Survey Division, NCERT, New Delhi, joined the programme via video conferencing and delivered the keynote address, emphasizing the importance of implementing the Holistic Progress Card to track students' progress holistically across different stages of school education.

Shri R. Rapthap, IAS, Commissioner and Secretary to the Government of Meghalaya, Education Department, highlighted in his speech the shift in assessment methods from traditional approaches to a more holistic system. He assured the gathering that the department would provide the necessary administrative support for implementing the HPC in the state.

As a significant step toward redefining student assessment and learning progress, the two-day workshop has brought together 100 participants, including teacher educators from DERT, District Institutes of Education and Training DIETs, Colleges of Teacher Education CTEs, Kiang Nangbah Government College KNGC, Jowai, Cherra Teachers’ Training Centre CTTC, Sohra, and government schoolteachers from across the state.

Aligned with the vision of the National Education Policy NEP 2020 and the National Curriculum Framework for Foundational Stage NCF-FS and National Curriculum Framework for School Education NCF-SE, the Holistic Progress Card aims to assess students' cognitive, social-emotional, and physical development, fostering a well-rounded education system. The workshop provides participants with in-depth training on implementing HPC, including: Understanding the philosophy and framework of the Holistic Progress Card. Developing comprehensive student assessments that go beyond marks and grades. Integrating self-assessment, peer review, teacher feedback, and parental feedback mechanisms. Using evidence-based tools to track students' progress effectively.

The workshop is being facilitated by a National Level Resource Person from PARAKH, NCERT, and a State Level Resource Person from DERT, Meghalaya, Shillong. Participants are engaged in hands-on sessions to prepare and develop assessment tools, including a rubric-based assessment system with three levels of progression—beginner, proficient, and advanced.

This new approach represents a paradigm shift in the assessment system, incorporating evidence-based feedback from teachers, learners, peers, parents, and guardians. The workshop ensures that participants gain practical insights into designing and implementing the HPC in schools and educational institutions. The expected outcome of the workshop is to bring about reforms in the assessment system through the implementation of the Holistic Progress Card.
