The Additional Secretary Ministry of Panchayat Raj while giving a brief introduction before the discussion make it clear that the Government of India has no intention to interfere in any religious and customary practices of any people in this country. The implementation of the Village Council Act also does not mean taking away the powers of the State Government or District Council instead empowering them with more power, he said. Most of the Government schemes are being given power to the Village Council because it is accountable to the Gram Sevak, adding that absence of the Village Council Act would mean losing the Government Schemes. He said that though the Adhoc committee, Village Employment committee, Anganwadi committee, Education Committee, Health Committee are operating in Meghalaya, they do not function accordingly because there is no Elected Village Council, he added. In reply to the query put forward by the District Council Members, about the Village Council Act when the District Council is in presence, he said that Meghalaya has been missing a lot of Government Schemes except for the scheme under MGNREGS, it had been receiving a very small amount of money. If the village council is elected there would be a state finance commission and the State Finance Commission recommendation to the Central Finance Commission will be considered, he said. This can happen only if the State Finance Commission is recognised under law.
