DISTRICT LEVEL REVIEW AND MONITORING MEETING HELD IN RESUBELPARA

The First Quarterly District level Review & Monitoring Meeting through Systematic Review System was held at the Circuit House, Resubelpara on Wednesday where in various activities taken by the concern departments were discussed. Minister for Health & Family Welfare, Arts & Culture, etc, Mr A.L.Hek along with T.D.Shira, Deputy Speaker & MLA of Resubelpara, MLA of Kharkutta, Rupert Momin, MLA of Bajengdoba, Ponseng Marak met the heads of all line departments and reviewed the status of the ongoing centrally and state sponsored schemes. The Committee informed that Systematic Review System of the implementing schemes is necessary to encourage and motivate the implementing agencies for effective implementation of the Government schemes for the development of the public at large. The meeting was chaired by the Deputy Commissioner, S.C.Sadhu where he stressed upon the importance of coordination and progressive efforts among the line departments for effective implementation of the central and state funded schemes.

During the meeting, serious note pertaining to the problems and suggestions being face by the government functionaries were heard and the Committee assured further redress of the issues. Schemes discussed during the meeting were MNGREGA, PMAYG, NSAP, SSA, Mid Day Meal, ICDS, National Health Mission, NRDWP, PMGSY, Schemes under Agriculture, Horticultures, Fisheries, Soil & Water Conservation and Water Resources. Others who were present in the meeting were ADC, P.K.Boro, BDOs, Ripamchi Sangma, Pilot Marak and Kapil Koch. Earlier as part of the programme, Sapling plantation under ‘One Citizen One Tree’ by the dignitaries at the Circuit House premises also took place.

IMPLEMENTATION OF FLAGSHIP PROGRAMMES IN SWGH DISTRICT REVIEWED

The Minister for Social Welfare, etc, Kyrmen Shylla concluded his maiden visit to South West Garo Hills after the two-day monitoring and review of the flagship programmes of the government being implemented in the district at Ampati on Wednesday. Legislator of Salmanpara, W.D.Sangma was also present at the two-day meeting conducted by the District Administration of South West Garo Hills at the DRDA conference hall to review and monitor the status of implementation of various flagship programmes and schemes of the government through different line departments. Deputy Commissioner H.D.B. Sangma and ADC & Project Director, DRDA, Dikki D. Shira and along with their team of officials were present to facilitate the proceedings and discussions during the meeting. In his opening remarks on the first day, the Minister said that the review meeting was not a fault finding exercise, but rather being a new minister in the government he was keen to learn about the process of implementation of various schemes from the officers as well as the problems and constraints faced by them. He urged upon the officers to come up with their suggestions as to how these flagship programmes and schemes can be implemented better for the larger benefit of the people of the district.

On the concluding day after having heard the presentations from the district heads of various line departments and their suggestions for improvement, the minister hailed the district officers for the hard work and coordinated efforts to ensure success of the projects and schemes implemented by them under the flagship programmes of the government despite. He said that he has learnt a lot from the officers and was happy to see that despite several constraints the officers have managed with the little resources that they have to see that the projects are taken up well and bring about change in the lives of the people of the district and assured that the problems faced by them and their suggestions for improvement would be given due attention by the government. He also informed that such review meeting in the district would be conducted every three months.

Salmanpara MLA, W.D.Sangma expressed his gratitude to the minister for taking keen interest to come down to the district to review the progress of the schemes and said that if such review meetings could be held within short intervals we will be able to achieve the desired objectives and target of these flagship programmes. On the first day, implementation of flagship programmes like MGNREGA, IAY/PMAY-G, NSAP under DRDA, Integrated Child Development Scheme, National Rural Drinking Water Programme under PHE, National Health Mission, Swachh Bharat Mission and PMGSY were presented by the officers of the concerned line departments, while implementation of Sarva Shiksha Abhiyan, Mid-Day Meal, Accelerated Irrigation Benefit Programme (AIBP), Pradhan Mantri Krishi Sinchai Yojana (PMKSY) and Rashtriya Krishi Vikas Yojana (RKVY) was presented and reviewed on the second day.

EDUCATION MINISTER REVIEWS IMPLEMENTATION OF SCHEMES IN WEST GARO HILLS DISTRICT

Meghalaya Minister for Education, Forest and Environment, etc Lakhmen Rymbui reviewed the implementation of various schemes in West Garo Hills district at Circuit House, Tura on 27th June, 2018. The meeting was attended by Deputy Commissioner, West Garo Hills, Ram Singh, ADC and Project Director, DRDA, WGH, Ashish M Sangma, ADC and Chief Executive Officer, Tura Municipal Board, Sabrella B Marak, Block Development Officers from West Garo Hills district and heads of department of the district. During the review meeting Lakhmen Rymbui informed that the meeting is part of the innovative programme initiated by the Chief Minister of Meghalaya, Conrad Sangma to review the schemes in the district once in every three months. He added that the purpose is to discuss how the schemes could be implemented properly within the stipulated time frame and by adhering to the guidelines of various line departments. Further, the minister said that it is important to know and understand the ground realities, progress and challenges and share ways and means to improve the implementation of the scheme and try to find a solution to the problems faced while implementing these schemes in the district.

While reviewing the schemes of MGNREGS, the Minister has directed the concerned authority to check few anomalies with regard to the appointment of VEC Secretaries since it was found that some school teachers have been appointed as VEC Secretaries. Further, the Deputy Commissioner, WGH has appraised the problems of connectivity, banking and transfer of payment for job card holders amongst others. Meanwhile, during discussion about the schemes of National Health Mission, the Deputy Commissioner had also appraised the Minister about various constraints faced by ASHA and Aganwadi Health Workers and requested that their basic amenities should be look into by disbursing their salaries regularly and also to provide a kind of allowance for touring the villages and disseminating necessary information to the people in rural areas.

It may be mentioned that on the first day of the meeting, the minister reviewed Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Indira Awaas Yojana (IAY)/ Prime Minister Awaas Yojana (PMAY), National Health Mission, National Rural Drinking Water Programme (NRDWP), Total Sanitation Campaign (TSC)/ Swachh Bharat Mission (SBM), Pradhan Mantri Gram Sadak Yojana (PMGSY), Accelerated Irrigation Benefit Programme (AIBP)/ Pradhan Mantri Krishi Sinchai Yojana (PMKSY).

Meanwhile on the second day, National Social Assistance Programme (NASP), Sarva Siksha Abhiyan (SSA), Mid Day Meal (MDM), Integrated Child Development Scheme (ICDS) and Rashtriya Krishi Vikas Yojana (RKVY) will be reviewed.

STATE BIENNIAL CONFERENCE OF NURSES CONCLUDES

The two days Sate Biennial Conference of Nurses organized by Trained Nurses Association of India Meghalaya State Branch concluded today at District Library Auditorium, Mynthong, Jowai. The days programme began with panel discussions where the nurses shared their views and ideas and many other numerous sessions like business sessions, scientific paper presentations by B.Kharshiing, Chairperson, Nursing Education, TNAI, Meghalaya State Branch, interactive sessions and prize distribution. Ivory Kharduit, President of the Trained Nurses Association of India (TNAI) Meghalaya State Branch said the aim of organizing conference is to bring all the nurses together in one platform for sharing their ideas, to bring a bond of closeness and oneness between the nurses from different parts of the state and alsoan opportunity to encourage each other to work better giving quality care for all those in need be it in the community, hospitals or nursing institutions.

She said in Jaintia Hills though there is only one nursing institution, Dr. Norman Tunnel Hospital School of Nursing many nurses has been produced from this institution catering to needs of the District, looking forward in future the Government will set up nursing institution in this part of the District to cater to needs and helps aspiring students who wish to pursue in this profession within the District itself , as we see as of now may students have to go out of the district and State to pursue their studies in this profession. She also encourage the aspiring and those would be aspiring in the this profession to be dedicated in their service , giving care to patients from the heart and mind and body, also to love their jobs not for job security sake but providing holistic care for patients and beneficiaries.

Later prize were distributed to winners -Dr. Norman Tunnel Hospital, Jowai bagged the first in Flower arrangement and third prize in hobbies out of waste material, Jowai Civil Hospital (Blood Bank) first prize in hobbies out of waste material, Civil Hospital Shillong bagged the second prize in Flower arrangement and also in Hobbies out waste Material and Issabella G. Momin, Tural civil Hospital third prize in Flower arrangement.

TOURISM MINISTER REVIEWS ONGOING SCHEMES AND PROJECTS AT BAGHMARA

Tourism Minister Metbah Lyngdoh today reviewed the ongoing schemes and projects of the government at Baghmara in South Garo Hills in presence of Siju Rongara MLA Rakkam Sangma, Chokpot MLA Lazarus Sangma and Executive Member of Garo Hills Autonomous District Council Sengnal Sangma. Deputy Commissioner of South Garo Hills Hubert Marak briefed the Minister on the challenges in the implementation of the ongoing projects and stated that South Garo Hills has been the “most avoided” place in the State of Meghalaya. Marak hoped that through the exercise and review of the projects by the government, the administration and its officials would be able to bridge the gap in finding ways and solution to take things forward. Speaking on the occasion, Lyngdoh said that the objective of the review programme was not to find fault but to listen patiently and discuss on means and ways to bring administration and Government closer to the public to ensure transparency and accountability. “Through the review of the schemes and projects, we should be able to take on board all stakeholders in finding appropriate solutions to the problems and ensure that the benefits of the schemes and projects reach the people at the grassroot,” Lyngdoh said.

Officials of different line departments briefed the Minister on the status and implementation of the ongoing projects. The key points discussed at length included road, transport, poor banking services and telecom connectivity in South Garo Hills, which has posed challenge for the people in most parts of the district, apart from the implementation of different flagship programmes of the Centre and State Government. The local legislators apprised the minister on erratic power supply, water supply and deplorable condition of National Highway 51 and 62, which is the lifeline of the people living in the district. Lyngdoh gave a patient hearing on the problems and challenges of the district and assured that the Government would be working out modalities to ensure equitable development of infrastructure and accelerate growth in South Garo Hills. Siju Rongara MLA Rakkam Sangma said that during the review programme, the officials of the administration should take an opportunity not just to highlight positive and success stories of the district but to highlight more of failures, which will allow the government to take necessary and corrective measures. Chokpot MLA Lazarus Sangma expressed concerns on the implementation of different schemes and urged the government to tap on the rich resources of the region and plan adequate to ensure growth in the district.
