CHIEF MINISTER ATTENDS INVESTITURE CEREMONY

Chief Minister, Dr Mukul M Sangma today attended the Investiture Ceremony held at Police Headquarters, Shillong. He also released the Book of Forensic Science Laboratory (FSL) by J Rymmai, IPS, I/C Director, FSL, Shillong during the occasion. In his speech, Chief Minister, Dr Mukul M Sangma while congratulating the medal winners who had demonstrated selfless service and commitment while attending the call of duty also expressed his acknowledgement and gratitude to the families of the policemen for their ceaseless and continuous support and sacrifice they lend to the men and women of the police organizations. The Chief Minister stated that deterrence to any act of crime by the perpetrators is to a great extent influenced by the overall conviction rate which is the culmination of an effective charge sheeting and prosecution of crime. He said that FSL should be equipped with the best facilities to live up to the expectations of responding to challenging circumstances while helping the police organization to have expeditious charge sheeting, prosecution and conviction as per the law. “There is a need to send a strong message of deterrence to potential perpetrators of crime about then existence of law enforcing agencies and people also need to be sensitized about various laws and the ramifications of violating the law, this in itself will create a society that is self regulating,” he said. He also said that the police and administration need to look beyond the conventional methods of policing and enforcing and connect with the stakeholders about the existence of law and creating deterrence to crime. Dr Sangma also said that lack of conviction emboldens the perpetrators of crime and added that the government has committed itself to complete the exercise of administrative reforms so that the administration of justice is the most effective. He also said the state police have been competent enough in dealing with crime in the last few years but he also cautioned that there is no room for complacency and added that there is a need to ensure that agenda of sustained peace is achieved in the state. The Chief Minister urged the organization to work as a collective team and also be prepared to the multi faceted approach of the criminals. He also informed that the Transparent Recruitment Policy will enable to have the best people for the organization. Earlier, the Chief Minister distributed medals to 21 policemen for their gallantry and meritorious service in the course of their duty. Also present at the Investiture Ceremony was Minister, Home (Police) etc H D R Lyngdoh, Chief Secretary, Y Tsering, Principal Secretary, Home (P), M S Rao, DGP Meghalaya, Dr S B Singh and B L Buam, IPS, ADGP (CID) and other senior officials of the police department besides the family and friends of the medal winners.
