Press Release No. 334/09

NO HORN DAYS TO BE OBSERVED

In the interest and well being of the people, public safety and convenience, the government felt it necessary to strictly enforce laws relating to emission of smoke causing pollution and use of multi-toned horns causing noise pollution. Therefore the Government, in its notification issued, has decided to observe two days in a week, i.e., Sunday and Wednesday as ‘No Horn Days’. This was informed by the Chief Secretary to the Government of Meghalaya.

The Government appeals to all the citizens of Shillong to observe the above days as No Horn Days and help Government curb the use of horns on such days. Appeal has also been made to all VIPs to restrict the use of sirens while traveling in their vehicles.

Further, the State Government prohibits vehicle owners from fitting any multi-toned horn or the use of any sound producing device which gives an unduly harsh, shrill, loud and alarming noise. Every motor vehicle silencers should not be tampered with to produce high level noise and all vehicles should comply with provisions of Rule 127 of the Meghalaya Motor Vehicle Rules and shall be so maintained that there shall be no emission of smoke causing pollution.

Moreover, areas comprising not less than 100m around hospitals and educational institutions in Shillong are declared Silent Zone or No Horn Zone and vehicles are prohibited from using horns or sirens in such areas except in emergency only.

This notification comes into immediate effect.

LOK ADALAT TO BE ORGANIZED

The Lok Adalat, organized by the Meghalaya State Legal Service Authority will be held on September 12, 2009 at Government Girls’ Higher Secondary School, Jail Road, Shillong from 10:00 AM onwards. The Additional Deputy Commission has informed that notice to the litigants concerned have been issued and persons who have not received the notice may contact the respective counsels or appear directly at the Lok Adalat on the date and time mentioned.

PRICES OF JUTE AND MESTA

The Agricultural Information Officer, Directorate of Agriculture, Meghalaya, Shillong, has informed all concerned that the minimum support price of Jute and Mesta has been fixed for the 2009-2010 season in the State of Assam and Meghalaya. The price of Jute W-5 Grade is Rs. 1325/- per quintal while the T.D-5 Grade has been fixed at Rs. 1375/- per quintal. The price of Mesta - Mesta M-4 Grade per quintal is Rs. 1285/-.

APPOINTMENT OF MR. SAIBON STAND CANCELLED

The Governor of Meghalaya has ordered that the appointment of Mr. P Saiborn as Vice Chairman, Meghalaya Commission on Resource Mobilisation, Shillong shall stand cancelled with immediate effect. This was informed by the Commissioner & Secretary to the Government of Meghalaya, Excise, Registration, Taxation & Stamps Department.

INTERNATIONAL YOUTH DAY TO BE OBSERVED

The Meghalaya Aids Control Society in collaboration with the District Sports Office, Ri Bhoi District and Lynti Jam Welfare & Development Association will be observing International Youth Day on August 12, 2009 at Umdihar Auditorium. The function will be inaugurated by the Director SIRD Nongsder, Mr. A Mawlong. Programme of the day will include awareness programme on HIV/AIDS/Drugs/Alcohol, football, debate and red ribbon campaign.

PAID HOLIDAY TO VOTERS OF LAITUMKHRAH CONSTITUENCY

The Deputy Chief Inspector of Boilers and Factories, Meghalaya, Shillong has informed all owners of Factories and Boilers in the State of Meghalaya that their employees working outside the constituency who are the voters of 17-Laitumkhrah (ST) Assembly Constituency would be entitled to the benefit of a paid holiday on August 18, 2009. The daily wages/casual workers are also entitled for a holiday on Poll Day to enable them to exercise their franchise for the bye-election.

OFFICE OF THE BSG OFFICIALLY INAUGURATED

The office of the Bharat Scouts and Guides was officially inaugurated on August 5, 2009 by the Meghalaya Chief Secretary and President of MBSG, Mr. Ranjan Chatterjee in the presence of the Guest of Honour, Commissioner & Secretary Education, Mr. L Roy, officers of the DHTE which is the parent department and members of the MBSG.

Highlights of the day included an All Faith Prayer meeting, reading of a report on the old and new building by the State Secretary, Mrs. A Swer and unfurling of the BSG flag and the plague by the Chief Guest.

It may be mentioned that the office of the BSG is shifting to the new SHQ building at the same campus with effect from August 5, 2009. All works and activities of the BSG will be operated from the new office and the State Headquarters will also serve as the training centre of the North East Region.

HWT SYIEM APPOINTED PRINCIPAL SECRETARY MEGHALAYA LEGISLATIVE ASSEMBLY

The Speaker of the Meghalaya Legislative Assembly has appointed Mr. H W T Syiem, IAS (Retd), as Principal Secretary, Meghalaya Legislative Assembly on contract basis for a period of two years from the date of his joining the post. The validity may be extended from time to time on mutual agreement.

Mr. Syiem shall enjoy the rank and status equivalent to the post he held prior to his retirement and shall be paid a consolidated honorarium of Rs. 1, 00,000/- per month. He will also be entitled to official accommodation or House Rent Allowance in lieu thereof as admissible to the post, an official vehicle with POL allowance, TA/DA, Medical/Earned Leave and other benefits provided in the post. He may be provided with any other facility and/or financial benefit as the Speaker may determine from time to time.
