CIVIL SERVICE DAY OBSERVED

“The approach of all Civil Service Officers should be citizens centric and should have maximum accountability and should make efforts to improve the delivery system in the State”, said the Meghalaya Chief Minister, Dr. D.D. Lapang while addressing the Civil Service Day observation at Hotel Pinewood, Shillong on the 18th September, 2007.

Dr. Lapang expresses hope that such gathering of bureaucrats will contribute towards the development of the State by deliberating on serious issues pertaining to the holistic development of the State and its people.

The programme which was attended by the members of all the three All India Services and their feeder services i.e Indian Administrative Service, Indian Police Service, Indian Forest Service, Meghalaya Civil Service, Meghalaya Police Service and Meghalaya Forest Service. The theme of the day is “Governance in Meghalaya-the Challenges ahead”.

Shri B. K. Chaturvedi, Member Planning Commission in his Keynote address, said promotion of excellence should be the centre stage of today observation, exchange of ideas and strengthened the bond amongst the services.

The day long programme includes panel discussion on the theme “Governance in Meghalaya-the Challenges ahead” with distinguished retired Civil Servants Shri S. Ramakrishan, IPS (Retd) and former DG, BSF, Shri A. K. Mukherjee, IFS (Retd) former Chief Director General, Forest and Shri H. W. T. Syiem, IAS (Retd) former Chief Secretary Government of Meghalaya as the panelists while Shri T. Blah act as a Moderator which was followed by an interactive discussion on the theme. The Power Points presentation on different topics related to day-to-day governance and success stories on the implementation of different schemes by different departments was presented by officers drawn from all the services.

The opportunities and the challenges that have been emerged in the deliberations are employment opportunities in Eco-Tourism, Information Technology, Horticulture, Education, Agriculture and Power sector and all the recommendations that have been recommended in the observation will be followed up for improving governance in the State and bring in citizen centric delivery services.

It may be mentioned that the Civil Service Day observation is first of its kind in any State in the Country and attended by the Officers of Administrative Reforms, Government of India.
